1.Sealed bids are invited from firms/entities, registered with PPRA on E-PADS as vendors and also registered with Income Tax and Sales Tax Departments, which must also be included in Active Tax Payers List of FBR for provision of audit mentors and sectoral experts for the offices of Federal Board of Revenue (FBR) across the country. Summary of the experts to be provided by the HR Firm is as follows:

  1. Bidding documents are available on e-PADS and FBR/PPRA Websites i.e. www.ppra.gov.pk & https://www.fbr.gov.pk and can be downloaded free of cost. Encrypted electronic bids duly completed and in conformity with Bidding Documents must be submitted online on e-Pak Acquisition and Disposal System (e-PADS) latest by 11:00 AM dated 23.04.2025 and bids shall be opened on the same day & date at 11:30 AM in the presence of available representatives of firms. Bids shall be conducted under the Single Stage Two Envelope Procedure. All bidders acquiring bidding documents will be notified via email.
  2. Only firms registered with PPRA on E-PADS as vendors are eligible to participate in the bidding process and download the bidding documents. Interested eligible bidders may obtain further information from email: hasham.malik@fbr.gov.pk or visit FBR (HQ) during official business days and hours (9:00 AM to 5:00 PM).
  3. A bid security amounting to 2% of the bid cost through courier in the form of printed copy of either official letter of bid stamped by the authorized signatory, can be sent through courier or in non-refundable amount of PKR 5,000 or an equivalent amount in another acceptable currency.
  4. Hard copy of sealed bids must be in accordance with instructions contained in the bidding documents must be delivered to the address below before 11:00 AM dated 23 April, 2025. Submissions of bids through emails are not entertained. Late bids will be rejected. The opening of bids will take place as per given schedule at the PPRA website at: www.ppra.gov.pk.
  5. A pre-bid meeting will be held on 8 April 2025 at 11:00 AM at Conference Hall, FBR (HQ), Constitution Avenue, G-5/2, Islamabad. The interested bidders may attend the meeting online at https://us06web.zoom.us/j/3173173557 (Meeting ID: 3173173557, Passcode: 2025).
  6. Sealed bids and respective financial proposals must be accompanied by an earnest money in shape of Public Procurement Rules (PPR), 2004, favoring FBR (HQ) in form of pay order/bank draft of amount PKR 1,000,000 (One Million Rupees Only). Bidders are required to send the proposal via courier service addressed to Secretary (Administration), FBR (HQ), Islamabad at the following address:
    Room 506, Fifth Floor, Federal Board of Revenue (HQ), Islamabad (on or before 1100 hours on 23 April, 2025).
  7. In case opening date(s) is declared as a Public Holiday by the Government, the next working date shall be deemed to be the date for submission and opening of the respective bid. FBR may reject all bids or proposals at any time prior to the acceptance of a bid by invoking rule 33 of Public Procurement Rule (PPR), 2004.
